Effective regional and national policies depend on understanding who moves, when, and with which educational backgrounds. This report delivers a harmonised dataset of migration flows within and between European countries, disaggregated by age group, sex and level of education. It provides a consolidated statistical foundation that allows policymakers to compare mobility patterns across borders and regions using consistent and transparent methods.
The report outlines how census microdata, demographic projections, and regional population statistics were combined to estimate the educational composition of bilateral migration flows within Europe, as well as net migration at the NUTS3 level, covering the periods 2010–2015 and 2015–2020.
These estimates feed directly into the PREMIUM_EU regional policy dashboard, strengthening the evidence base for strategies related to labour supply, education planning and regional resilience.
